|Two years ago, we started seeing signs in our data that progress on ending chronic homelessness was slowing, and unsheltered homelessness was rising in many communities. In 2016, for the first time since 2010, we reported an increase nationally in unsheltered homelessness – largely driven by low vacancy rates and high costs for rental housing in major cities across the country. Along with these alarming signs, we are hearing from you – our community partners and experts – about struggles addressing encampments; increased opioid use, misuse, and overdoses; and increased demand for shelter.
Last year, the U.S. Department of Housing and Urban Development (HUD) and the U.S. Interagency Council on Homelessness (USICH) hosted a convening to learn more about what is working and what gaps need to be filled with regard to emergency shelter across the country. While this was a good start, we have heard from you that we need more discussion and better tools to improve crisis response systems to more efficiently and effectively help people exit unsheltered homelessness and put them on quick paths to permanent and stable housing. Today’s In Focus message kicks off a series of messages we will release about improving our crisis response systems. We plan to address the following topics:
Many partners will have to work together to accomplish these goals, including homeless service providers, mainstream programs, faith-based organizations, affordable housing developers and providers, public and private funders, local businesses, and political leadership. It will involve a robust Coordinated Entry process to ensure that every community’s system is both responsive to the needs of people experiencing homelessness, can quickly connect people to permanent housing and needed services, and that resources are being used as efficiently as possible.
We at HUD and our federal partners are committed to working with communities to find real solutions and strategies to getting people off the street, even in challenging environments. We look forward to partnering with you, and we want to hear from communities about what is working and what isn’t so we can adjust our policies and funding strategies as needed. We will communicate ideas, strategies, and progress as we go, so that together we can connect people experiencing homelessness to permanent housing as quickly as possible.

Housing First 101 Training
The nuts & bolts of implementing a Housing First program. Materials include an in-depth discussion covering both program operations and the work done directly with clients.
Who should review materials?
All CoC-funded projects are required to have attend this training session. Each project is encouraged to have the program directors and caseworkers to review this training.
Definition of Housing First,
A best practice that quickly moves people experiencing homelessness into independent permanent housing and additional supports as needed. This philosophy is supported by the Eastern & Western PA CoCs and both CoCs have existing policies requiring the use of Housing First practices.
Housing First Training Resources and Materials
HUD has developed a new series of three webinars to assist Continuums of Care (CoCs) and Homeless Management Information System (HMIS) Lead Agencies understand how HMIS can be used to assist in identifying people who are experiencing chronic homelessness. The first of these three webinars is posted for your viewing, followed in three weeks by the “documentation” webinar, and in six weeks by the “reporting” webinar.
Each brief video recording will provide detailed information about one of the following topics:
- Available now: Capturing information about a client’s living situation in HMIS needed to calculate their chronic homeless status. Every HMIS-participating project has to record clients’ living situation and disability status in HMIS at project entry based on information the client shares. This webinar assists HMIS Lead agencies and users understand how to navigate the relevant data elements in HMIS.
- Coming Soon: Using HMIS to document a client’s chronic homeless status for eligibility purposes. This is achieved by looking at a client’s entries and exits in HMIS, rather than the self-reported data collected at each project entry. This webinar will provide information to HMIS Lead agencies and users about the types of information needed from a client’s HMIS record to serve as documentation of their time on the streets, in an emergency shelter, or in a safe haven.
- Coming Soon: Reporting on chronic homelessness combines these two concepts by looking at self-reported data and enrollment histories for each client to generate reports on the people experiencing chronic homelessness in your CoC. This webinar will describe how information from an HMIS record is used to determine chronic homeless status and how those results can be supplemented for local planning purposes.

HUD has posted the 2016 Continuum of Care (CoC) Dashboard Reports on the HUD Exchange.
These reports show maps of claimed geography and geographic coverage changes from previous program years as well as graphic summaries of each CoC’s total award by component types, renewal types, and awarded amounts. The reports also contain graphics depicting data from the Point-in-Time (PIT) count and Housing Inventory Count (HIC), which provide a quick overview of a CoC’s performance in serving homeless individuals with their CoC awards.
HUD and the Department of Labor Employment and Training Administration (ETA) are working collaboratively to ensure that HUD providers are aware of the education and workforce training opportunities potentially available to your clients, especially in the Office of Job Corps. Please join us for an informational webinar on the Job Corps Program and how it could provide additional resources or augment existing services for your organization to benefit the clients you serve. This will be the first of three webinars on opportunities available to different target audiences – youth and adult. The information on the first webinar is below.
Job Corps is the nation’s largest career technical training and education program for young people ages 16 through 24. Students can earn a high school diploma, a high school equivalency credential, or college credits through Job Corps. Job Corp also offers career technical training in more than 100 career areas. Students receive housing, meals, basic health care, a living allowance, training, and preparation for a career, all at no cost. Additionally, for up to 21 months after graduation, a career transition counselor will help your student make the transition from Job Corps into the real world.
