2016 Notice of Funding Availability
In accordance with HUD’s requirement that the FY2016 Continuum of Care Consolidated Application be available for public review and comment 48 hours prior to the submission deadline of September 14, 2016, 7:59 p.m. eastern time, please find the below listed documents to be submitted to HUD on behalf of the Eastern PA Continuum of Care (PA-509).

2016 Continuum of Care Funding Announcement
On December 20, 2016, HUD announced grant awards totaling $1.95 billion in fiscal year 2016 to more than 7,600 local homeless housing and service programs. These Continuum of Care (CoC) grants will help end homelessness and provide critically needed support to local programs on the front lines of serving individuals and families experiencing homelessness. - In the PA-509 (Eastern CoC), the continuum was awarded $10,978,472 to fund 74 projects throughout the continuum.
Emergency Solutions Grant
The Emergency Solutions Grant is a competitive HUD program that is administered by the Pennsylvania Department of Community and Economic Development (DCED).
Eligible applicants include any general purpose units of local government, including cities, boroughs, and townships, towns, counties, home rule municipalities, and communities that desire to apply “on behalf of” other municipalities.
Agencies interested in the 2017 Emergency Solutions Grant (ESG) Program Guidelines should click here (September 2017) to review. The application period was open as of Tuesday, September 5, 2017 and closed on Tuesday, October 24, 2017. The Homelessness staff conducted a webinar on Wednesday, October 4, 2017. More details on the 2018 funding period will be coming shortly.
Emergency Solutions Grant Awards
In fiscal year 2016, entitlement grantees, including the State of Pennsylvania, was awarded $15,262,743.00. For non-entitlement grantees whose grants are administered by the State of Pennsylvania, were awarded $5,565,646.00.
