Central Valley RHAB
The mission of the Central Valley Regional Homeless Advisory Board (CV-RHAB) is to reduce and/or end homelessness in the eleven-county region. Any service provider or stakeholder with a vested interest in ending homelessness within the following counties may participate in the CV-RHAB:
- Columbia
- Cumberland
- Juniata
- Lebanon
- Mifflin
- Montour
- Northumberland
- Perry
- Schuylkill
- Snyder
- Union
The CV-RHAB will join with other organizations, providing a mechanism for planning, coordinating efforts, and advocating for increased opportunities for households experiencing homelessness and will undertake the following activities:
- Elect from the CV-RHAB membership representatives for the PA Eastern CoC and identifying volunteers for CoC sub-committees as needed. Each year in May, the CV-RHAB shall submit the names of two of its members to serve on the PA Eastern CoC Governing Board. In addition, the CV-RHAB may, if requested by the CoC submit names of those who may serve as a ‘Member-at-Large’ on the CoC;
- Actively seek out and secure the participation of stakeholders within the region in the CV-RHAB;
- Identify housing needs in the region;
- Evaluate existing housing and housing related resources;
- Identify gaps/unmet regional housing needs;
- Provide input to the PA Eastern CoC on the design and implementation of the CoC plan to address homelessness;
- Provide input for the prioritization of the region’s needs including recommendation to the CoC Board for CoC and ESG funding;
- Conduct a Homeless Point in Time (PIT) count in the region at least once annually;
- Identify and share Best Practices;
- Provide outreach to and mentoring opportunities for service providers;
- Set the agenda for meetings of the CV-RHAB;
- Assist the CoC in ensuring timely, accurate data collection for entry/inclusion in:
-The Homeless Management Information System (HMIS) or any system as developed and mandated by HUD and/or the PA Department of Community and Economic Development (DCED);
-Annual Homeless Assessment Report (AHAR);
-PIT count for the region;
-Housing Inventory Chart (HIC);
-Publishing meeting notices and minutes on-line.
