Community Mental Health Block Grant - System Integration Training Consultan
This is a notice that the Eastern Pennsylvania Coalition for Housing (EPCH) is announcing an Request for Proposal for a System Integration Training Consultant. We are seeking a qualified consultant to develop and deliver a comprehensive training program, provide technical assistance, and design a practical toolkit for staff and agencies and agencies who are exiting the judicial system and are experiencing homelessness and are also diagnosed to have a severe mental illness (SMI). This program will cover EPCH’s 33-county region.
This project is funded via the SAMHSA Mental Health Block Grant (MHBG) Supplemental award and aims to build capacity for supporting individuals with serious mental illness (SMI) and children with serious emotional disturbances (SED).
Project Overview and Key Deliverables: The selected consultant will manage primary workstreams between July 2026 and September 30, 2026, focusing on:
- Training Program: Design and execute customized training sessions tailored to the needs of judicial stakeholders, housing service providers, and behavioral/mental health agencies to evaluate how each system operates including eligibility requirements, service delivery models, and common barriers to access. The training will assess existing referral pathways and identify best practices to enhance referral coordination between each system.
- Toolkit: The selected vendor shall develop a resource guide that includes local agencies points of contacts, services offered, eligibility requirements, and referral procedures to coordinate service delivery. Create standardized referral workflow templates, MOU and partnership agreement templates and communication tools that can be adapted for local use.
Submission Details:
- Budget: Up to $100,000.
- Deadline: Proposals must be submitted by June 7, 2026.
- Format: Submissions should be concise (maximum 10 pages, excluding resumes and work samples) and include a technical approach, engagement philosophy, relevant experience, and a cost proposal.
