Notification to the CoC of Renewal and New Project Selection (FY22 CoC NOFO Competition)

 
Dear Eastern PA Continuum of Care grantees, members and stakeholders

The below is an important notice regarding the FY 2022 CoC NOFA Competition.

This email summarizes the list of projects that have been accepted by the CoC and will be included in the Eastern PA CoC 2022 Project Priority List for funding. This includes renewal projects, renewal projects that have been partially reallocated and new projects that will be submitted. Also listed are the renewal projects that have been reallocated and applicants for new projects that were not accepted for inclusion in the CoC Application. Please note that all projects that are being fully or partially reallocated have been informed of the reallocation prior to the distribution of this email.

RENEWAL PROJECTS
The following renewal projects have been accepted by the CoC and will be ranked on the Renewal Priority Listing submitted to HUD. Each of these projects will be submitted at the full Annual Renewal Amount, as indicated on the CoC’s 2022 Grant Inventory Worksheet:

The following renewal projects have been accepted by the CoC and will be included and ranked on the Renewal Priority Listing submitted to HUD for an amount less than the Annual Renewal Amount indicated on the 2022 Grant Inventory Worksheet (partial reallocation):
  • The Lehigh Conference of Churches, PA0213 - Outreach and Case Management for the Disabled, Chronically Homeless, $71,545, Score: 86.5; Reason: Partial voluntary reallocation
The CoC did not fully reallocate any projects in the 2022 CoC NOFA Competition.

NEW PROJECTS
The CoC received 10 new project applications totaling $3,460,342 in funding.  The CoC had a total of $850,795 in funding to award from the CoC Bonus, $26,014 in funding to award from reallocation, and $1,701,590 in funding to award from the DV Bonus. 

The following new projects have been accepted for inclusion on the New Project Priority List for CoC Bonus and/or reallocated funding and will be ranked on the CoC’S New Project Priority List:
  • United Way of Pennsylvania, New SSO-CE, Budget: $230,669, Score: N/A – CoC Infrastructure approved by Governing Board
  • Lehigh Conference of Churches, PSH Expansion, Budget: $26,014, Score: Not scored as new; organization did a partial voluntary reallocation of SSO in order to expand renewal PSH. Renewal project score was 80.8
  • Women’s Help Center, New TH-RRH, Budget: $230,000 (reduced from original request), Score: 80
  • Monroe County Commissioners, New RRH, Budget: $254,529 (reduced from original request), Score: 64
  • New Bethany, New RRH, Budget: $135,597, Score: 70
 
The following new projects have been accepted for inclusion on the Project Priority List for DV Bonus funding:
  • Pennsylvania Coalition Against Domestic Violence, New SSO-CE, $270,405, Score: 55
  • Pennsylvania Coalition Against Domestic Violence, New RRH, $1,431,185, Score: 67
  • NOTE: HUD revised the DV Bonus amount available to the Eastern PA CoC after the CoC published the DV Bonus RFP. The Funding Committee approved PCADV to apply for the new revised maximum DV bonus amount.
 
The following organizations submitted preliminary applications to the CoC, but were not selected for funding:
  • Blair County Community Action, New PSH, Budget Request, Score: 60, Reason for decision: Lack of overall funding; other proposed new projects brought in housing and/or healthcare leveraging which is a priority of HUD; gaps analysis data on demand vs. supply also informed funding committee decisions regarding geographic need
  • County of Franklin, New PSH, Budget Request, Score: 46, Reason for Decision: Lack of overall funding; other proposed new projects brought in housing and/or healthcare leveraging which is a priority of HUD; gaps analysis data on demand vs. supply also informed funding committee decisions regarding geographic need
  • Center for Community Action, RRH Expansion, Budget Request, Score: 71, Reason for Decision: Lack of overall funding; other proposed new projects brought in housing and/or healthcare leveraging which is a priority of HUD;  gaps analysis data on demand vs. supply also informed funding committee decisions regarding geographic need
