Request for Proposals (RFP) for PSH Project Transfer

The CoC is issuing a Request for Proposals (RFP) to facilitate the transfer of an existing CoC Permanent Supportive Housing (PSH) grant currently held by the Dubois Housing Authority to a new recipient. Interested applicants must be able to serve Clearfield County, and may expand services to additional counties within the Western PA CoC as well.

Please click here to view the RFP. The agency selected through this RFP will be notified if their application has been selected for this funding opportunity. At that time, agencies will receive instructions for submission of documents to HUD to process the recipient transfer for the grant(s). To complete the transfer, agencies will have to get set up in e-snaps, HUD’s CoC Program Applications and Grants Management System, if they are not already. Agencies will also need to be registered with System for Award Management (SAM) and have a UEI (Unique Entity ID).
