Request for Proposals (RFP) for FY25 CoC Competition New Projects
IMPORTANT UPDATE 12/8/25: On December 8, 2025, HUD withdrew the FY25 CoC NOFO. As such, the CoC's local competition is on pause. New project applications will NOT be due by December 9th. We will publish more information and a revised RFP and timeline if HUD re-releases the NOFO. More info here: https://www.hud.gov/hud-partners/community-coc
The Western PA CoC is soliciting Preliminary Applications from agencies interested in applying for new projects as part of the FY25 CoC Competition. This includes:
New Transitional Housing (TH)
New Supportive Services Only for Street Outreach (SSO-SO)
New Supportive Services - Standalone (SSO)
Expansion of existing CoC-funded Permanent Supportive Housing (PSH) projects to add supportive services dollars
Domestic Violence Bonus: New Transitional Housing (TH) projects dedicated to serving survivors of domestic violence, dating violence, sexual assault, and stalking
The projects selected through this RFP will be submitted to HUD as part of the Eastern PA CoC's FY2025 Continuum of Care Application.
