Eastern PA CoC Governance Charter Updates (9/21/21)

Good evening Eastern CoC,

Attached you will find this year's proposed updated Governance Charter. As a reminder, the CoC is required to update it at least annually. This year's changes are very minor ahead of our revision next year where we expect many changes. This year's changes are outlined below:
Added the DEI Committee to the Committees section
Removed Data Management and Outcome's Committee until a new committee description and focused agenda is developed
Added an updated board conflict of interest policy
