FY2021 Emergency Solutions Grant - May 17, 2021


Application deadline: June 25, 2021 at 4:00pm
 
The Commonwealth of Pennsylvania, through the Department of Community & Economic Development (DCED), was awarded $5,772,551 in Emergency Solutions Grant (ESG) funds for FY2021 through the U.S Department of Housing and Urban Development (HUD). DCED will use the ESG funding to support applicants who will work to end homelessness quickly and efficiently as possible for all vulnerable populations.
 
DCED intends to make grants of $25,000 or more for any single activity or combination of ESG activities as outlined below:
Emergency Shelter
Rapid Rehousing 
Homelessness Prevention
 Street Outreach
 Homeless Management Information System (HMIS)
 Administration
 
Please be advised of the following changes for ESG 2021
Rapid Rehousing – no minimum statewide allocation percentage
DCED will utilize HUD-imposed caps for distribution of funds
No more than 60% of the allocation may be used for Emergency Shelter and Street Outreach activities 
No cap of operational support for emergency shelter operation activities
Federal direct entitlement grantees are eligible to apply for ALL eligible ESG uses
 
The 2021 Emergency Solutions Grant (ESG) Application and Guidelines are available for review at https://dced.pa.gov/programs/emergency-solutions-grant-esg/. Applicants should read the guidelines before starting an application. 
 
Important Dates and Deadlines:
 
Electronic Single Application (ESA) - opens today, May 17, 2021, and will close at 4:00pm Friday June 25, 2021.
 
No application submitted after this time will be considered for funding. Competitive applications for funding will only be accepted through the DCED Electronic Single Application (ESA). All forms and required addenda can be found in ESA and must be submitted there. 
 
Please be sure to download applicable forms from ESA as forms from prior application toolkits will not be accepted.
