Notification to the CoC of Renewal and New Project Selection-FY21 CoC NOFO

 
The below is an important notice regarding the Eastern PA COC FY 2021 CoC NOFO Competition

This post summarizes the list of projects that have been accepted by the CoC and will be included in the Eastern PA CoC 2021 Project Priority List for funding. This includes renewal projects, renewal projects that have been partially reallocated and new projects that will be submitted. Also listed are the renewal projects that have been fully reallocated and new project applicants that were not accepted for inclusion in the CoC Application. Please note that all projects that are being fully or partially reallocated have been informed of the reallocation prior to the distribution of this email.
 
RENEWAL PROJECTS
 
The following renewal projects have been accepted by the CoC and will be included in the Project Priority Listing submitted to HUD. Each of these projects will be submitted at the full Annual Renewal Amount, as indicated on the CoC’s 2021 Grant Inventory Worksheet. The list below includes agency name, project name, budget, and rank.

The following renewal projects have been fully reallocated by the CoC and will not be included in the Project Priority Listing submitted to HUD:

The following projects voluntarily reallocated and will not be submitted for renewal funding:

  • County of Cambria, PA0578 - Cambria County Comprehensive Housing Program, $165,020, Voluntary Reallocation

 
NEW PROJECTS
 
The CoC considered eight new projects totaling $4,567,998 in funding.  The CoC had a total of $784,137 in funding to award from the CoC Bonus, $605,721 in funding to award from reallocation, and $2,352,410 in funding to award from the DV Bonus. 
 
The following new projects have been accepted for inclusion on the Project Priority List for CoC Bonus  and/or reallocated funding:

  • Service Access and Management, Inc. (SAM), PA0888 transfer (official name TBD), $137,360, Note: Through an RFP process facilitated by the Eastern PA CoC’s Funding Committee in July/August 2021, SAM was selected as the new recipient for the PA0888 grant previously held by Candleheart. As this transfer may not be processed prior to NOFO submission deadline, Candleheart PA0888 project will be fully reallocated and SAM will submit a new project application for these funds, Rank: 53
  • Commonwealth of Pennsylvania (DCED), PA0188 Commonwealth of PA HMIS (PA-509) Expansion, $200,090, Rank: 54

The following new projects have been accepted for inclusion on the Project Priority List for DV Bonus funding:

  • Pennsylvania Coalition Against Domestic Violence, DV Bonus Rapid Rehousing, $2,019,098, Rank: 59
  • Pennsylvania Coalition Against Domestic Violence (PCADV), DV Bonus Coordinated Entry, $333,312, Rank: 60
    • Note: The United Way of Pennsylvania/PA211 also submitted a preliminary application for DV Bonus Coordinated Entry funds. The CoC can only submit one DV Bonus Coordinated Entry application. As such, PCADV will submit the new project application and will incorporate United Way of Pennsylvania/PA 211 request into their application.

 
The following organizations submitted preliminary applications to the CoC, but were not selected for funding:
