Notification to the CoC of Renewal and New Project Selection (FY22 CoC NOFO Competition)

Dear Western PA Continuum of Care grantees, members and stakeholders
 
The below is an important notice regarding the FY 2022 CoC NOFA Competition.
 
This email summarizes the list of projects that have been accepted by the CoC and will be included in the Western PA CoC 2022 Project Priority List for funding. This includes renewal projects, renewal projects that have been partially reallocated and new projects that will be submitted. Also listed are the renewal projects that have been reallocated and applicants for new projects that were not accepted for inclusion in the CoC Application. Please note that all projects that are being fully or partially reallocated have been informed of the reallocation prior to the distribution of this email.
 
RENEWAL PROJECTS
 
The following renewal projects have been accepted by the CoC and will be ranked on the Renewal Priority Listing submitted to HUD. Each of these projects will be submitted at the full Annual Renewal Amount, as indicated on the CoC’s 2022 Grant Inventory Worksheet:

The following renewal projects have been accepted by the CoC and will be included and ranked on the Renewal Priority Listing submitted to HUD for an amount less than the Annual Renewal Amount indicated on the 2022 Grant Inventory Worksheet (partial reallocation):
  • Cameron/Elk Counties Behavioral & Developmental Programs, PA0307 AHEAD, Budget: $187,155, Score: 62.6
 
The CoC did not fully reallocate any projects in the 2022 CoC NOFA Competition.
 
The following projects voluntarily reallocated and will not be submitted for renewal funding:
  • Crawford County Coalition on Housing Needs, Inc, PA0496 - Liberty House Transitional Housing Program, Budget: $40,026, Score: 87
 
NEW PROJECTS
 
The CoC considered 4 new projects totaling $1,949,186 in funding.  The CoC had a total of $656,735 in funding to award from the CoC Bonus, $86,814 in funding to award from reallocation, and $1,205,637 in funding to award from the DV Bonus. 
 
The following new projects have been accepted for inclusion on the New Project Priority List for CoC Bonus  and/or reallocated funding and will be ranked on the CoC’S New Project Priority List:
  • Fayette County Community Action Agency, SSO-CE (Coordinated Entry) Expansion, Budget: $299,686, Score: N/A – CoC Infrastructure approved by Governing Board
  • Crawford County Coalition on Housing Needs; New PSH, Budget: $115,329, Score: 88
  • Fayette County Community Action Agency, RRH Expansion, Budget: $328,534, Score: N/A – the CoC did not receive sufficient applications to award all CoC Bonus funds. As such, the Funding Committee voted to approve remaining funds to expand existing Southwest regional RRH program (based on data on demand/supply in CoC gaps analysis).
 
The following new projects have been accepted for inclusion on the Project Priority List for DV Bonus funding:
  • Pennsylvania Coalition Against Domestic Violence, RRH Expansion, Budget: $1,205,637, Score: 98
  • NOTE: HUD revised the DV Bonus amount available to the Western PA CoC after the CoC published the DV Bonus RFP. The Funding Committee approved PCADV to apply for the new revised maximum DV bonus amount.
 
The CoC did not reject any preliminary applications submitted in the 2022 CoC NOFA Competition.
