The Eastern PA Coalition for Housing is seeking your feedback about our Housing Assessment Tool through March 10th
Please share your thoughts on how the Housing Assessment Tool (HAT) is helpful and suggest ways we can improve it by taking this quick 5-minute online survey.
In 2024, the Eastern Pennsylvania Continuum of Care replaced the VI-SPDAT with its own custom Housing Assessment Tool (HAT). Households experiencing literal homelessness (Cat. 1) or fleeing domestic violence (Cat. 4) are given the HAT during Coordinated Entry (CE) enrollment to help prioritize households for Rapid Re-Housing, Permanent Supportive Housing, and other Permanent Housing programs.
The Coordinated Entry Committee is reviewing the effectiveness of the HAT and seeking input from:
- people with lived experience who have answered the HAT questions as part of their intake;
- CE specialists who administer the HAT; and
- Housing Case Managers who use the HAT to guide case management and housing goal planning
All CoC Street Outreach, Emergency Shelter, Transitional Housing, and Permanent Housing Case Managers are also encouraged to respond to the survey and share the survey link with their program participants.
The survey remains open through March 10th, 2026.
